Job Description
Manager of Behavioral Health Quality
Salary Range: $110,000 – $119,500 per year
Location: New York, NY – Hybrid, 2 days in the office and 3 days remote
Position Summary
A leading New York City healthcare organization is seeking an experienced Manager of Behavioral Health Quality to lead and strategically develop Quality Improvement (QI) initiatives focused on Behavioral Health (BH) performance. This role manages cross-functional quality initiatives, data analysis, provider strategies, and regulatory projects designed to improve behavioral health outcomes and performance. The Manager will work closely with Behavioral Health Care Management, Pharmacy, clinical teams, providers, and other departments, with significant responsibility for HEDIS, QARR, NCQA, CMS, NYS Department of Health, and other regulatory requirements.

Key Duties
- Define and strategically formulate the member and provider Quality Improvement strategy for Behavioral Health metrics and support organizational goals for high-quality behavioral health services.
- Manage QI Specialists and Clinical Outreach Specialists in the design, implementation, and evaluation of HEDIS/QARR, regulatory, member engagement, and quality improvement initiatives.
- Lead data analytics, root-cause analysis, and program evaluation efforts to identify improvement opportunities and develop innovative solutions for behavioral health quality metrics.
- Drive provider quality strategy by meeting with high-volume and high-impact provider groups, sharing performance data, developing improvement plans, and strengthening linkages between inpatient, outpatient, behavioral health, and medical care.
- Monitor quality and performance improvement projects and regulatory initiatives, including performance indicators, outcomes, interventions, provider education, committee participation, and reporting to applicable regulatory bodies.
- Develop member and provider incentive strategies, internal trainings, tools to address gaps in care, and electronic data processes to improve data integrity and completeness.
- Apply PDSA methodology consistently to quality improvement work and support process improvement strategies including DMAIC.
Requirements
Education
- Required: Master's degree in a clinical field.
Experience
- Minimum of 10 years of healthcare experience, including both clinical and Managed Care experience.
- Minimum of 5 years of staff management experience.
- Expert-level knowledge of HEDIS and QARR requirements.
- Experience and proficiency in data analysis; working knowledge of relational databases and statistical analysis is a plus.
- Strong project management and documentation skills.
- Working knowledge of Quality Improvement and process improvement methodologies, including PDSA and DMAIC.
Licenses & Certifications
- Required: Valid New York State license and current registration as an RN, LPN, LMSW, LCSW, or LMHC.
- Preferred: Six Sigma Yellow Belt or Green Belt.

- Proven ability to lead, develop, and manage staff while fostering accountability and collaboration.
- Strong analytical, problem-solving, organizational, project management, and decision-making skills.
- Excellent written and verbal communication skills, with the ability to explain clinical and analytical data to varied audiences.
- Ability to manage multiple priorities and deadlines in a fast-paced environment with strong attention to detail.
- Proficiency in Microsoft Word, PowerPoint, Excel, and Access; adaptable and comfortable learning new systems and processes.
